Oxford Policy Management (OPM) seeks a Country Director to lead its European office, providing strategic and operational leadership. The role focuses on growing OPM’s footprint with EU and German government clients, business development, and office management.

Key Responsibilities:

* Strategic leadership: develop and implement Europe-wide business and growth strategies.
* Business development: lead bids, cultivate client networks, manage pipelines, and expand partnerships (BMZ, GIZ, KfW, EU).
* Operations & finance: ensure compliance, budget management, risk oversight, HR stewardship, and legal responsibilities for the Berlin office.
* People management: mentor and lead teams, foster a collaborative, inclusive workplace.
* Marketing & communications: represent OPM externally, promote achievements, support social media and bid materials.

Requirements:

* Bachelor’s + advanced degree or equivalent professional experience.
* Proven leadership in business development and international development sector.
* Networks within BMZ and experience with EU, GIZ, KfW-funded projects.
* Strategic thinking, negotiation, contract management, and team leadership skills.
* Fluent in English and German, strong communication and interpersonal skills.
* Experience as Managing Director or equivalent an asset.
