Advisor, Primary Health Care Policy, Planning and Evaluation | Pan American Health Organization (PAHO) | Washington, D.C. | Full Time | Apply by 2 April 2026 🌎

The Pan American Health Organization (PAHO), WHO Regional Office for the Americas, seeks an Advisor to support Member States in strengthening primary health care (PHC) systems and advancing universal health coverage. The position is in the Department of Health Systems and Services (HSS).

Key Responsibilities:

* Advise on PHC policy, planning, and evaluation; design monitoring frameworks.
* Apply Essential Public Health Functions to improve governance in PHC-based systems.
* Analyze health financing, health system performance, and equity issues.
* Support capacity-building initiatives and prepare technical documents, reports, and training materials.
* Collaborate with Member States, partners, and academic institutions.

Qualifications:

* Bachelor’s in health, social sciences, or related field; Master’s in public health, policy, or health management.
* 9+ years of national and international experience in PHC, health systems, policy, or evaluation.
* Proficiency in English or Spanish, with working knowledge of the other.
* Strong IT and data analysis skills (Microsoft Suite, Stata/NVivo preferred).
* Excellent analytical, communication, and collaboration skills in multicultural settings.

Contract: Limited duration with a first-year probationary period.
