🌍 The World Health Organization (WHO) Regional Office for Europe is seeking a senior Regional Adviser (P5) to lead strategic work on health workforce and health service delivery, supporting countries in building resilient, people-centred health systems and advancing Universal Health Coverage.

🏥 Main responsibilities:
Lead regional strategies, policies and frameworks on health workforce and service delivery. Advise European Member States on health workforce planning, education, training, retention, mobility and migration. Support integrated, people-centred models of health service delivery. Guide countries in designing, implementing and evaluating health workforce and service-delivery reforms. Lead analysis and dissemination of workforce data, evidence, research and policy intelligence. Oversee technical publications, policy briefs, guidance and advocacy materials. Represent WHO/Europe as the regional focal point and build partnerships with governments, academia, professional bodies and international organisations. Lead cross-programme and intersectoral initiatives. Manage programmes, workplans, teams, resources and resource mobilisation. 🤝

👤 Candidate profile:
Master’s degree in health systems management, medicine, nursing, public health, social sciences or a related field. Doctorate in a relevant field is desirable. At least 10 years of combined national and international experience in health systems, with specific expertise in health workforce and health services. Senior leadership experience in public administration or relevant international institutions. Experience advising on health systems and workforce policy, particularly in low- and middle-income countries. Strong experience in health systems/workforce analysis, planning, management and research. At least 10 years’ project/programme management experience, including human and financial resource mobilisation. Proven record of publishing in peer-reviewed international journals on health systems, workforce or service delivery. Experience across the European Region, including the EU, Caucasus or Central Asia, is a strong asset. Strong policy-development, leadership, communication and partnership-building skills.

💰 Remuneration & benefits:
Annual base salary starting at USD 103,165, subject to applicable deductions. Current post adjustment: USD 6,413/month. 30 days annual leave. Potential allowances for dependent family members, home leave and education grants for dependent children.
