The **European Directorate for the Quality of Medicines & HealthCare (EDQM)**, part of the Council of Europe, is seeking a Head of the Infrastructure Department to lead a multidisciplinary team of around 50 staff across IT, General Services and Publications

🔎 The Role

As a member of the EDQM Management Team, you will:

* Provide strategic leadership and contribute to achieving EDQM’s overall objectives
* Lead and coordinate cross-functional projects and programmes
* Advise senior management and support organisational policy development
* Manage a department of ~50 staff, setting objectives and monitoring performance
* Drive change management and integration of the newly established department
* Oversee IT systems, infrastructure, buildings and publication services
* Manage large budgets, contracts and external service providers
* Identify and mitigate risks (IT, infrastructure, publications)
* Promote service quality, efficiency and continuous improvement
* Represent the Department internally and externally

👤 Profile Requirements

Applicants must:

* Hold a higher education degree (2nd cycle Bologna) in engineering, IT, business management or a related field
* Have extensive professional experience in relevant fields
* Have significant senior leadership experience, managing large multidisciplinary teams (20+ staff), including leading major change
* Demonstrate strong project/programme management experience, including large infrastructure projects and budget oversight
* Have very good knowledge of English or French, and good knowledge of the other language
* Be a citizen of a Council of Europe member state, meet national civil service requirements, have completed national service (if applicable), be under 65, and meet family eligibility rules
