The OECD, an international organisation of 38 member countries working to build better policies for better lives, is recruiting Policy Analyst(s) for its Directorate for Employment, Labour and Social Affairs (ELS) in Paris. ELS is the focal point for OECD work on healthier, more cohesive societies, spanning quality jobs, human capital, poverty reduction, health system performance and migration.

Position sought: Several Policy Analysts (grade PAL6) with a proven track record in Health and/or Employment, Skills and Social Affairs, to work within a multidisciplinary team of economists, policy experts and statisticians under the supervision of a Senior Policy Analyst. On the health side, work covers one or more of: health system performance measurement, healthcare quality and outcomes, public health and prevention, health financing and value for money, human resources for health, digital health and AI, pharmaceutical policies and genomics, and long-term and integrated care.

Main tasks: Carry out high-quality economic and policy analysis, including cross-country comparative work and the development of policy recommendations; contribute to reports, flagship publications and country reviews, and to new data sources and comparative indicators; prepare working papers, policy briefs, blogs and policy messages; develop practical tools and policy toolkits; conduct statistical analysis to explain cross-country differences in outcomes (advanced data skills required for some posts); oversee and guide more junior staff; participate in horizontal and multidisciplinary projects and liaise across OECD Directorates; organise and take part in meetings with government delegates and outside experts; build networks with policymakers and international institutions; support the Directorate's external visibility through conferences, workshops and webinars; prepare briefings for senior leadership; and support fundraising, including drafting project proposals.
Profile requirements: An advanced university degree in economics, health economics, labour economics, social policy or another relevant discipline; five to seven years of applied research and analysis experience in at least one of health, employment, social or skills policy, gained in a national administration, international organisation, university or research centre; an excellent understanding of the relevant policy issues across different country contexts; and sound command of economic and public-policy analysis methods (economic modelling, policy evaluation, micro-data analysis, pilot design). Working knowledge of statistical software (R, Python) is an asset and essential for some posts, alongside proficiency in MS Word, Excel and PowerPoint. Candidates must be fluent in one OECD official language (English or French) with knowledge of the other; further languages are an asset.
