WJCF, an Indian non-profit affiliated with the Clinton Health Access Initiative, is seeking a Health Financing Specialist for its Health Analytics and AI Unit (HAAU), a team embedded within India's National Health Authority (NHA) in New Delhi. The role supports Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM-JAY), one of the world's largest health-assurance programmes, by strengthening the financing and economics evidence base that underpins it.

Position sought: A senior health-financing professional (national or international) to bring dedicated health-economics capability to the HAAU, reporting to the HAAU Lead and helping place AB PM-JAY on a sustainable financial footing while advancing universal health coverage.

Main tasks: Work across the scheme's core financing questions — benefit-package selection, evidence-based package pricing and costing, strategic and value-based purchasing, and the cost-benefit of eligibility and beneficiary-inclusion decisions. The specialist will turn the scheme's own claims, utilisation and cost data into decision-ready evidence, support the transition to claims transparency via the National Health Claims Exchange (NHCX), design and model financing and purchasing options and quantify their fiscal impact, and produce options papers and recommendations for senior NHA leadership. All work follows privacy-by-design and strong data governance, consistent with the DPDP Act 2023 and the SAHI strategy.

Profile requirements: A bachelor's or master's degree in health economics, economics, public health, public policy or a related field; a minimum of eight years in health financing or health economics, ideally with publicly funded health-insurance or health-assurance schemes; strong command of financing and purchasing mechanisms (benefit-package design, provider payment, costing, strategic/value-based purchasing); applied costing and health-technology-assessment skills; and the ability to model financing options and quantify fiscal impact. Strong quantitative skills are essential (advanced Excel, R or Python; SQL for claims and cost data; budget-impact and cost-effectiveness modelling; Power BI or Tableau). Comfort with large datasets and modern AI tools is preferred. Fluency in English is required; Hindi or another Indian language is an advantage.
