Position sought:
Rani (Resilience Action Network International) is seeking 1–2 Senior Advocates to lead high-level EU policy and budget advocacy related to the EU Multiannual Financial Framework (MFF) 2028–2034, with a strong focus on health, resilience, and external action financing, including Sub-Saharan Africa. The roles will be based in Brussels, where rani is establishing an office. Successful candidates will be employed by Panorama Group, rani’s fiscal sponsor.
Key tasks & responsibilities:
• Shape and execute advocacy strategies influencing the EU MFF and annual budgets
• Protect Official Development Assistance (ODA) and maximize effective EU spending on health and resilience
• Map, build, and leverage relationships across EU institutions, Member State capitals, and key stakeholders
• Organize and manage meetings with EU officials, MEPs, and political advisers
• Monitor and report on relevant European Parliament committees and policy processes
• Produce high-impact advocacy materials (policy briefs, presentations, reports, statements)
• Support and manage stakeholder meetings, events, and research commissioning
• Brief the Executive Director and contribute to regular internal and partner reporting
Required profile:
• Bachelor’s degree with significant professional experience (typically 10+ years) in EU policy, public affairs, or related fields
• Proven advocacy success in previous MFF processes and/or EU annual budget cycles
• Expert knowledge of EU policymaking, institutions, and decision-makers, especially in international cooperation and global health
• Demonstrated ability to design and implement effective advocacy strategies and tools
• Strong experience working in complex, multi-stakeholder environments
• Legal right to work in Belgium
• Excellent written and spoken English; French proficiency strongly desirable (other languages a plus)
Assets / preferred qualifications:
• Experience with FP10 and health research & development (R&D) funding instruments
• Background in project management, events, and high-level stakeholder engagement
Contract & conditions:
• Contract type: Fixed-term employment (1 year), with potential extension for a second year
• Consultancy arrangements may be considered
• Working time: Full-time
• Location: Brussels, Belgium (office being established)
• Compensation: Competitive salary and benefits, commensurate with experience
