Position sought:
The World Health Organization (WHO) Country Office in Lao PDR is seeking an International Consultant to provide TB/HIV technical assistance within the Integrated Communicable Disease (ICD) team. The consultant will support the Ministry of Health, the Center for HIV/AIDS and STIs (CHAS), and the National Tuberculosis Control Center (NTC), particularly under the HANSA II (2024–2028) project.

Key tasks & responsibilities:
• Review and revise national HIV/STI strategic documents and guidelines in line with WHO/global standards
• Provide technical guidance to strengthen implementation, integration, decentralization, and reporting of TB, HIV, STI, and hepatitis services
• Support access to services for vulnerable and key populations, including MSM and PLHIV
• Conduct program assessments and gap analyses for STI and TB/HIV services
• Develop recommendations to improve service delivery and linkage to care
• Support pediatric ART scale-up, diagnostics quantification, and supply planning
• Submit monthly progress reports aligned with agreed deliverables

Key deliverables include:
• Revised National STI Guidelines and updated IEC/training materials
• Finalized drafts of OIs/ARV guidelines
• Technical inputs for the National HIV/AIDS & STI Strategy and Action Plan 2026–2030, including TB/HIV integration
• Gap analyses and rapid assessments for STI services and key populations

Required profile:
• Bachelor’s degree in medicine, epidemiology, public health, health sciences, or related field
• At least 7 years of professional experience in public health
• Strong experience in data analysis, reporting, and multi-stakeholder consultation
• High proficiency in spoken and written English

Preferred qualifications:
• Postgraduate degree in Epidemiology or Public Health
• Experience with TB, HIV, STIs, or other communicable diseases
• Prior work experience in Lao PDR and/or the Asia-Pacific region
• Experience working with WHO/UN agencies and supporting government programs
• Expertise in program design, implementation, monitoring & evaluation, and grant management

Contract & conditions:
• Contract type: External consultancy (WHO)
• Duration: 6 months (120 days), with possible renewal
• Start date: 2 February 2026
• End date: 31 July 2026
• Location: Vientiane Capital, Lao PDR (on-site; no teleworking)
• Travel: In-country travel required; arranged by WHO
• Medical clearance: Required
• Remuneration: Band B – approx. USD 7,000–9,980 per month
