Objective of the consultancy:
To identify a suitable provider with relevant experience to conduct the mid-term review of Unitaid’s 2023-2027 Strategy.
Qualification of Firm and Consultants:
The selected bidders will propose a multidisciplinary team of experienced reviewers, including the team leader. The team leader must have at least 15 years of experience in strategic reviews of similar scope and complexity and a deep understanding of global health issues and interventions in LMICs (low- and middle-income countries). Core team members should have at least 5 years of relevant experience.
The proposed review team must meet these requirements:
1. Experience conducting strategic reviews in global health, focusing on innovation and catalytic investments.
2. Significant evaluation expertise, with at least 15 years for the team leader and 5 years for other team members, and evidence of using global evaluation standards.
3. Substantive knowledge of Unitaid’s core disease areas (e.g., HIV, tuberculosis, malaria, cervical cancer) across prevention, diagnosis, treatment, and scaling challenges.
4. Familiarity with emerging global health topics, including pandemic preparedness, local manufacturing, and climate-related health concerns.
5. Expertise in global health governance, including key drivers, actors, and the processes of other organizations and civil society.
6. Inclusion of diverse backgrounds and skills, addressing gender and national/international representation.
7. Strong interpersonal skills to engage with senior stakeholders effectively.
8. A commitment to timely, high-quality results and actionable strategic insights.
9. Proficiency in English and French (other UN languages are a plus), with deliverables in English.
10. (Desirable) Familiarity with Unitaid’s model and networks in countries like Brazil, India, Kenya, Nigeria, and South Africa.
